About 10V seems a lot for LEDs. Make sure you have a decoupling cap on the Vcc pin. Did you make this project?
You need only 9 Arduino digital outputs. Desoldered and replaced, to realize SR 6 is faulty as well I'll have to replace that another day, to probably discover more.
